I'm working towards moving from Exchange 2016 to 2019.
I am currently setting up the server, I still have a couple of users running Outlook 2010 who require upgrading, this is due to happen next week, however at what point of the Exchange 2019 setup will it cause of an issue with any unsupported clients?
Basically, if I install Exchange 2019 on my server (Step 7) will my Outlook clients pick this up immediately or will it only be an issue when I get further down the process and set URLs and the SCP?

You should upgrade Outlook asap to the latest version. Only installing will not cause any problems afaik but you should configure a proper certificate, SCP and virtual directories also. THen you can change your DNS records so that clients go to the Exchange Server 2019 because it will down proxy if the mailbox is still on the 2016/2013
