I'm following your instructions to enable circular logging on the new Exchange server before moving mailboxes. When I hit step 3 to log into the Exchange Admin Center, it always redirects me to the Exchange Control Panel. The ?ExchClientVer=15 parameter doesn't seem to do anything.
I found a possible solution online. I could create another admin account which does not have a mailbox on the old Exchange server, and make it a member of Domain Admins, Organization Management, Enterprise Admins & Schema Admins groups. Then use that account to log into EAC. I can delete the account when it's no longer needed.
If you have a better way of solving this problem, I'm open to it. I'm finished for the day, so I'll check tomorrow morning for a response from you.

My "possible solution" worked. My newly created account took me to the EAC after I waited for replication, and restarted the server for good measure. Then I was able to load the 2016 EAC without being redirected to the 2010 ECP.

You can also do that from Exchange Management Shell
Adding a temp mailbox with Admin rights fixes the redirecting issue. You can now use the EAC to perform the task you need to do but it can also be done from EMC
