Confused with final steps of migration from sbs2008 to server 2019 essentials.

Hi, wonder if anyone can give me a few pointers with last steps of migration, I have done ok until now but bit unsure as where to go next?

On the old server I migrated FRS to DFSR, also raised forest function level to server2008 as prompted by the admin panel on 2019 following the "you must promote this server to DC" warning/prompt. This has now cleared so seems almost there.

At the moment dhcp is still handled by the old machine but my aim now is to shut down the older server, so getting dhcp going on new one is fine, no problem doing that but unsure what to do next, I gather transferring roles?

This has all taken a bit of time and the new server is shutting down once a week (good job we don't depend on it yet!) I believe this is where something is not  happy regarding license compliance (two DC's still?)

My main concerns are, how can I tell if the 2019 machine is now in the correct state to shut down the old one once the roles are transferred?

Sorry to sound a bit Noob but this is quite advanced for me so would appreciate a bit of help from people far more experienced than myself (not really my normal role)
