I have gone over the tutorial on changing the Folder Redirection and am sure I have it right. It still does not take ofr the Desktop, even after multiple boots. Is it really required to touch and reboot every client 3 times? Should I just wait a few hours for GP to propagate? It seems like something is not right. Even a computer just joined with Connect did not pick up the policy.
There are two other issues that could possibly be related. The WSE 2016 Dashboard isn't quite showing the same location as the GP policy.
The two DC's do not show the same thing in AD Users and Computers. One is empty and the other is accurate. Somehow the computers disappeared from the primary DC, but show on the replicated. Users show up fine on both.

Well, I am a bit confused because the WSE2016 Dashboard does not appear to allow moving the default folders away from the server itself, so they can't be moved to the 2nd server as far as I can tell. Company, Client Computer Backups, File History Backups, Folder Redirection and Users don't have a way of moving off the WSE server. Doesn't that conflict with the way Group Policy is being applied? How are permissions supposed to be set if the location is not sync'd?

With a WSE 2016 you need to migrate redirected folders to a share on the WSE 2016 that is created with the Dashboard and delete the old Group Policy that was created with the old server. Otherwise open a ticket and we can have a look.
In this 'paired server' environment where the WSE 2016 is remaining as a management server the emphasis being that ANY of the server essentials role shared folders- File History Backups, Client Computer Backups, Company, All Users, Users or Folder Redirection MUST stay somewhere on the WSE server itself while Created folders may be on a different server or computer and then be shared. If I had known then what I know now I would never have moved redirected folders off of the WSE server. Ah, well, everything is peachy now, thank you.
The reason for this problem was that the Redirected Folder was not shared on the new server. After fixing that all was fine.
And the complained that Users and Computers were not showing up in ADUC was caused by a filter that was set on a view.
