We are migrating a client from SBS 2011 to office365/Server 2019, unfortunately the exchange uninstallation has failed, log information below.

Investigating further we ended up removing Exchange 2010 Sp3 Update Rollup 2, which uninstalled successfully. But now we cannot run setup to try removing exchange again as the setup.com file is missing. Any help here will be appreciated.
Never do this procedure on a network where you have an Exchange Server. If you migrated to Office 365 AND you do NOT have a hybrid situation you can do this procedure.

This sometimes happens but if you have a look at chapter 12 of Migrate from SBS 2011 Standard to Windows Server 2012 R2 Essentials you will find a way to get rid of Exchange stuff no longer needed.

I have the same error message (SBS2011 -> 2016 + O365) where exchange is stuck on rollup 8 Service pack 1. I will be attempting to do chapter 12 using ASDedit on the new 2016 DC,
Im assuming I will need to disable exchange services as well (ie do chapter 13 as well)
THEN continue on with Chapter 16 (SBS2011 -> 2016 + O365)?

- Looks like the installed has already disabled the services!
If you need to do a graceful uninstall all Exchange services must be running.
