During this migration, are the Exchange Servers offline or unreachable for the users at any time? Can I do this migration on the fly? We only have 10 mailboxes, and if the servers were unavailable for an hour or so, that would not be a problem.
I just want to know if that's the case and at which point.

When the Exchange Server 2016 is installed and properly configured it can act as a downstream proxy for the Exchange Server 2010. The other way around is not possible because Exchange Server 2010 cannot act as an upstream proxy. This way both Exchange Servers will coexist in the network. You can migrate mailboxes in batches. An Outlook client will connect to the highest version Exchange Server in our network, in our case the Exchange Server 2016, and if the mailbox for that user has not been migrated to the new server it will proxy the request.
This means if you have your DNS settings properly configured, meaning that SRV record for autodiscover is pointing to the Exchange Server 2016 there will be no downtime at all. Pls, also read chapter 10 and 13 as those will explain what need to be done.
