I have a law firm client that wants to upgrade their server hardware running Server 2012 R2 w/Essentials. Should I look at 2019 since it drops Essentials or Server 2016 w/Essentials? Do you have guides for this migration? They don't do remote but they do like the Essentials server dashboard.

The answer is easy. Windows Server 2019 does no longer include the Essentials Experience role so there is no more dashboard but all procedures can be done using the standard tools. Windows Server 2016 does include the Essentials Experience role and therefor it also has the dashboard.
The kit for this is listed here https://server-essentials.com/store/windows-server-2012-migration-kits and include all migration tutorials you need, either you migrate to 2016 or 2019.

Follow up: Does Server 2019 have native VPN and remote web access if a client wants that?
VPN is not a problem but Remote Web Access the way you know it from 2016 Essentials through the portal (Access Anywhere) is no longer available. I wrote a little tutorial that can help How to setup RDS Gateway as a replacement for ‘Access Anywhere’ or 'Remote Web Workplace'. Another solution is to add a dedicated RDS server but that also adds costs
