Migration SBS 2008 to Server 2019 (Error): NTDS Replication Error 1749

When i try to promote then new server to a domain controller i get an error:

Sorry, I am confusing your issue with another customer. I will have a look into this issue now and see what solution I have. Did you successfully migrated FRS to DFSR already?

What other security related software like antivirus and/or firewall software is running on either of your servers? Is the Windows Firewall running and is the Default Domain Profile loaded?

Can you have a look at this document and see if it applies Active Directory installation stalls at the "Creating the NTDS settings object"stage
