I am planning a SBS2011 to Server 2019 Standard /O365 migration. I was reading through the guides and noticed that it says that I can migrate the exchange anytime before chapter 21. I have a feeling this was a typo since that is the end of the guide (SBS is already decommissioned by then) and am trying to find out when I should pull the trigger on the migration without breaking anything. Should I do it after step 9 (Just before moving the roles) or can I wait until after the roles are moved and data is moved to the new 2019 server? Is there a best practice or general advice?

I prefer to migrate Exchange before the uninstall of Certification Authority on the SBS 2011, that is chapter 16. It was indeed a typo and has been fixed now. But the truth is you can migrate Exchange even after you demote the SBS and have it just as a member server but this is outside of the scope of this guide and requires other steps.
Sometimes I decide to migrate Exchange before doing anything else if the server is in a very bad state and one has a lot of big mailboxes. Doing it before anything else make the SBS 2011 run 'lighter' because Exchange always has been the burden.
