I am using the guide for migrating SBS 2008 to Server 2019. Should the Hyper-V host for Server 2019 be on the domain before migration?

For the migration it does not matter at all if the Hyper-V host is joined to the domain or not. Even after all is done some people leave it in a workgroup, others join it to the domain. It is up to you. I always join to the domain but keep in mind that time sync can be an issue, read Virtualization of your Windows Server 2012 R2 Essentials and set time service on your virtualized domain controller
