Stuck at 'migration has not yet reached a consistent state' when trying to migrate fsr to dfsr in SBS 2011

I am following the guide to migrate from SBS 2011 to Windows Server 2016 and am stuck at the second step which is

Migrate FRS to DFSR replication in SBS 2011.  It has been over 2 hours and when I enter the command  dfsrmig /getmigrationstate i always get

"migration has not yet reached a consistent state on all Domain Controllers. State information might be stale due to AD latency."

Is this normal? Should I continue to wait?

Can you answer what step in chapter 2. Migrate FRS to DFSR replication in SBS 2011 you have this issue?

Hi Martha,

I assume you only have the SBS 2011 on your network? Pls, be patient because it can take some time.
