Windows 10 clients taking two plus minutes to boot after AD migration from S2008 to S2019

Performed AD migration from Server 2008 to Server 2019 Essentials.   Windows 10 1809 and Windows 10 1909 clients are now taking two+ minutes to boot up.   They go though post and then get stuck at loading screen (throbber) spinning for two minutes, then bring up login screen and generally behave as expected.   These computers used to get to the login screen in 15 seconds, so it's a very noticeable change.  It's the same if it's fresh boot or reboot.   Anyone seen this and figured out a fix/workaround?

  • Old AD server is completely unjoined and removed from AD/shutdown.
  • Reviewed DNS config and cleared local and server DNS cache.
  • Verified clients are pointing to new AD server/server IP.
  • Removed and rejoined client computers back to the domain. 

For comparison the new new AD server takes 30 seconds boot up to login screen, and it is the single server running:  file/print; AD; DHCP; DNS.
