At step 17 there is a statement for the sysvol location, C:\Windows\SYSVOL, but on the WSE 2016 source it has been moved to c:\WIndows\SYSVOL_DFSR because there was a branch office and we were using DFSR between two servers. Is this location at this step for the SOURCE or DESTINATION? SYSvol replication on the source has tombstoned out and is stale, but otherwise shows ok.
I think this is for the Destination, but just checking.

That Powershell command defines the location of your Sysvol on the new DC. It has nothing to do with the source because that Powershell command is run on the new Windows Server 2019 DC which is the target.
I assume in the above that new Windows Server 2019 DC is a clean installation and has not been used before.
That is the case, clean, updated install of 2019 S. I assume the source sysvol_dfsr will still replicate to destination sysvol. Thanks
Yes! After we fixed the issue with sysvol and netlogon not being shared that also worked on the new server.
