We are running windows server 2016 standard. we have three domain servers and about 80-100 computer clients. WSUS is loaded on a box running win server 2016 standard that is NOT a domain controller. It will not find any computers. It does appear to be downloading all of the updates for distribution but has no where to distribute.
I have found 3-4 different troubleshooting docs online which I have followed without any results. Per the various steps WSUS is loaded, the WSUS box finds the dns server ok, the clients find dns, the clients ping the WSUS box, the port 8530 is open and working, etc. The only two blips I have come across are that if I run nslookup wsusservername, it finds the DNS server, but returns a statement that says "can't find wsusservername: non-existent domain" I cannot figure out how to solve this issue. Also the Windows WSUS troubleshooter suggests the database is on a non-system drive and should be moved, but I cannot find anything on line that address this statement or how to create a non-system drive that would work. WSUS is set up to use WID and is pointed to an external USB hard drive that has 2 TB of space.
I am at a loss as to what to do next or how to resolve this issue. Any suggestions would be greatly appreciated.

From a workstation that does not get updates can you type from an elevated command prompt:
gpresult /h result.htm
Zip that result.htm and attach it to your answer.
Sorry this took so long -- I am attaching two zip files from two of the client computers since they show slightly different results. We have a computer lab for the students with the systems in a different security group. One of these is the file named result.htm.
The second file is from a general teacher system and is name resultct.htm.
To my mind, the application of the GPOs relative to WSUS appear fairly normal. There are two GPOs related to updates -- UpdatesPolicy and wsusSet.

I have noticed that the wsus server keeps cutting out. The last message was:
The WSUS content directory is not accessible. System.Net.WebException: The remote server returned an error: (503) Server Unavailable. at System.Net.HttpWebRequest.GetResponse() at Microsoft.UpdateServices.Internal.HealthMonitoring.HmtWebServices.CheckContentDirWebAccess(EventLoggingType type, HealthEventLogger logger)
I have no idea what this means. Also after all of the fiddling around, the last time I loaded wsus it started to show one system, but before I could find out which computer was showing as a client, wsus server stopped with the above message. Any further suggestions?,
From looking at the policy results you have posted there are problems with the you have setup the policy for wsus. It seems to point to //172.16.0.78:8530 and that will never work. Pls, set it to https://wsus-servername:8530
